What the .fgd files doing in mods?

If I remember correctly, these are developer files used for Valve Hammer Editor. They define several mod-specific brushes and whatnot, for example, in CS, you might want to make a certain part of the map a hostage rescue zone. The fgd tells Hammer how to handle that. Unless you are using Hammer, these files are pretty much useless and can be safely deleted if you want.
